Police arrest indecent exposure suspect

A Manassas man was arrested Tuesday for allegedly exposing himself inside a McDonald’s restaurant — the second such exposure in the last week. The arrest highlights the beginning of what has emerged as an annual pattern of indecent exposures that come with the warm weather seasons.

Reginald Eugene Carter, 51, of 11303 Smithfield Drive was noticed by a 25-year-old woman inside the 9001 Centreville Road establishment, Sgt. Bill Goodman, city police spokesman, said in a Wednesday press release. The woman called police and Carter immediately ran out, heading north, Goodman said.

Manassas police could not be reached for comment late Thursday.

It was at the intersection of Centreville Road and Breeden Avenue, that Carter was detained by Manassas Park police, who were helping Manassas city police in their search.

The 25-year-old woman, who was brought to the scene of the arrest by city police, identified Carter as the man she saw in McDonald’s, Goodman said.

Carter is being held at the Prince William-Manassas regional jail in lieu of a $2,500 bond, and is due in court on April 24.

On March 20, a 48-year-old city woman noticed a man exposing himself in the front of her business as she checked to see why the door was slightly open. That man ran off when the woman shouted at him, city police said.

He is white, 5 feet 7 inches tall and about weighs 145 pounds. It is not yet clear if the two Manassas incidents are related.

Exposures also occur in Prince William County every year. There is little people can do to avoid becoming the victim of an exposer, no matter the location, police say.

There have been at least two other reported incidents, occurring in both Manassas and in Prince William County since the beginning of the year.

“All we can tell you is to be a good witness, as in any type of crime,” 1st Sgt. Kim Chinn, Prince William police spokeswoman, said Wednesday.

The best thing to do after witnessing an indecent exposure is to remember as much information as possible, Chinn said. Then, call police.
