Four plead guilty to park sex charges

Four men pleaded guilty in Prince William General District Court to charges stemming from public sexual activity in Conway Robinson State Park. The Virginia State Police ran a sting operation in the park for two months during the spring and summer. Catalino Magday Capalao, 67, of 8185 Milstead Avenue, Warrenton, pleaded guilty Friday to one charge of obscene display. Additional charges of assault and battery and solicitation of sodomy were dropped. Judge Peter W. Steketee sentenced Capalao to 365 days in jail, with 360 suspended. Capalao must also pay a fine of $123 to the Virginia State Police and successfully complete three years of probation. During that time, he must complete a mental health exam and treatment. He is further barred from Conway Robinson State Park, Manassas National Battlefield Park and rest stops on Interstate 66.

“It’s unfortunate that you can’t go … there, but that’s something your conduct has warranted,” Steketee told Capalao.

James W. Jenkins, 58, of 132 Ashby Road, Sperryville, pleaded guilty Friday to one charge of indecent exposure. The Commonwealth dropped an additional charge of solicitation. Jenkins’ lawyer also presented evidence that Jenkins will shortly be undergoing treatment at a sex offenders’ clinic. Steketee sentenced Jenkins to 365 days in jail, with 360 suspended on condition of three years of probation and the sex offenders’ treatment. Jenkins is also barred from the parks and fined $123, payable to Virginia State Police.

George Stanley Waleski, 63, of 11422 Orchard Lane, Reston, pleaded guilty Friday to one charge of indecent exposure. An additional charge of assault and battery was dropped by the Commonwealth. Steketee sentenced Waleski to 365 days in jail, with 355 suspended. Waleski must successfully complete three years of probation, during which he must complete a mental health exam and treatment and pay $123 to state police. Steketee also banned Waleski from the parks and rest stops.

The $123 fines were imposed to charge each offender for his part in the cost of the sting.

“I’m not sure what devils are hanging over your shoulders, but do something about it,” Steketee told Waleski.

A 64-year-old Warrenton man pleaded guilty to one charge of indecent exposure Thursday morning in Prince William Circuit Court. The Commonwealth dropped an additional charge of criminal solicitation.

Ronald Lee Falls, of High Meadows, 8608 Green Road, exposed himself to a state trooper in Conway Robinson State Park May 1. He will be sentenced Feb. 6.
