Losers

Shoppers going to grocery stores or home improvement centers and leaving their empty carts in the parking lot rather than in a designated storage area, making it difficult for a driver pulling into a parking space.

Motorists who are being detoured off Interstate 66 as construction is ongoing to widen a 3.9-mile portion of the highway. Traffic delays can be expected.
